DNI NOSC Team Supports PATH Electronic Health Record Modernization Effort in Lawton, Oklahoma

The Network Operations and Security Center (NOSC) team of Delaware Nation Industries & Investments (DNI) made significant contributions to Patients at the Heart (PATH) and the successful pilot Go-Live of this critical electronic health record modernization program at Lawton Indian Hospital.

Patients at the Heart Electronic Health Record (PATH HER) is a modern, cloud-based electronic health record system developed by the Indian Health Service (IHS) using Oracle Health technology. It is replacing the agency’s 40-year-old Resource and Patient Management System (RPMS).

DNI’s NOSC team served as a key project resource throughout the multiyear effort, which began in July 2024 and reached the pilot Go-Live milestone in late September 2026. Key milestones included:

  • In July 2024, the team began establishing the foundational wide-area network connectivity required to support PATH and built the infrastructure needed to meet the September 2026 Go-Live deadline.
  • By November 2024, the foundational infrastructure was in place.
  • In January 2025, NOSC assigned engineers to support the pilot buildout and data center network design and implementation, coordinating with two dependent service units.
  • Throughout 2025, the team developed firewall policies, configured network routes, implemented security controls, and addressed connectivity requirements across three sites.
  • In 2026, NOSC coordinated daily with Lawton Indian Hospital, Oracle, General Dynamics Information Technology (GDIT), and IHS to complete preparations for the September Go-Live. The team added network hardware and firewalls and established more than 175 security policies.
  • During the Go-Live period, the NOSC team worked rotating shifts to provide continuous, 24/7 network support.

The network performed as designed, and no network incidents, major or minor, were reported throughout the program launch. This outcome reflects the team’s extensive preparation, careful execution, and disciplined change coordination. It also demonstrates the close collaboration among NOSC; the IHS Division of Information Technology Operations (DITO); the Division of Health Information Technology Modernization and Operations (DHITMO); and partners at GDIT and Oracle.

Much of the NOSC team’s work occurred behind the scenes, but it was fundamental to enabling the PATH environment and preparing Lawton Indian Hospital and its dependent service units for a successful launch. The team’s accomplishments demonstrate deep technical expertise, sustained commitment, flexibility, and professionalism.

At DNI, our people are at the heart of our success. DNI is proud of the team’s accomplishments and contributions to the successful modernization effort for the Indian Health Service. The team’s collaboration, disciplined execution, and continuous support reflect DNI’s SHINES values and contribute to the organization’s effectiveness and resilience.
